Enabled updating status to the same value that it already is. This helps over a rainy period where it may be closed for days and people want to keep it updated. Originally, was built disallowing this to avoid a lot of "me too" updates, but there is a legitimate need for this type of update.
Added links to submit volunteer hours online.
